Solar farm permitting in Finland

A summary of the permitting process for large-scale solar PV projects in Finland.

Local Planning

Solar projects usually start with local land-use planning. The municipality determines if the project requires a specific local plan (asemakaava) or a general plan (yleiskaava).

Building Permits

A building permit or a 'measure permit' (toimenpidelupa) is required from the municipal building control authority before construction can begin.

Environmental Impact

Very large projects may need an Environmental Impact Assessment (YVA). The regional ELY centre provides guidance on environmental requirements.

Grid and Land Rights

Developers must secure land rights through lease agreements and obtain a connection agreement from the relevant grid operator.

Note

This is a general overview, not legal advice. Rules change; check with the local authority and a local adviser before committing.
