How to permit a solar, wind or battery project in Montenegro

Overview of the authorities and main steps for permitting renewable energy and battery storage projects in Montenegro.

Who is involved

The Ministry of Energy and Mining sets energy policy, the regulator REGAGEN issues licences, CGES runs the transmission grid and CEDIS the distribution grid. Spatial planning and building permits fall under the ministry responsible for spatial planning and the municipalities.

Typical steps

Confirm the land is zoned for energy use and request urban-technical conditions. Then follow environmental review, the building permit or construction registration, an energy licence where required, and a grid connection agreement with CGES or CEDIS. Some state land is offered through public tenders.

Where projects get stuck

Spatial plans that don't yet allow energy use, unclear land ownership and limited grid capacity outside the 400 kV corridor are the common blockers.
