Each substation is scored on voltage, backup supply from a second nearby substation, distance to fiber and existing data centers, and flat industrial land nearby. Every site gets a suggested size in MW.
Where to look
Sines and the Lisbon area have the strongest grid and fiber; other REN 400 kV nodes may suit future campuses.
