Solar permitting process in Portugal
A guide to the administrative steps for licensing solar PV projects in Portugal.
Production License
Large projects must obtain a production license (Licença de Produção) from the DGEG (Directorate-General for Energy and Geology).
Environmental Approval
An Environmental Impact Assessment (AIA) or a simplified environmental report is usually required, depending on the project size and location.
Municipal Licensing
Projects must comply with municipal land-use plans (PDM) and obtain a construction permit from the local council.
Simplex Program
Portugal has introduced 'Simplex' measures to streamline permitting, though the process remains complex for large-scale developments.
