Grid connection in Croatia: HOPS, HEP ODS and the queue

How renewable and storage projects connect to the grid in Croatia, the role of HOPS and HEP ODS, and how to avoid connection delays.

Who does what

HOPS runs the 400, 220 and 110 kV transmission grid. HEP ODS runs distribution. Larger solar, wind and battery projects usually connect at 110 kV to HOPS.

Steps

Projects apply for an elaborate of optimal grid connection (EOTRP), then sign a connection agreement and pay connection costs. Guarantees are often required to hold capacity.

Delays

Southern Croatia has many projects queuing for limited capacity. Check how crowded a substation is before you secure land. General overview, not legal advice.
