Solar farm permitting in Sweden
The essential steps for obtaining permits for utility-scale solar PV in Sweden.
County Board Notification
For most large solar farms, you must notify the County Administrative Board (Länsstyrelsen) for a 12:6 consultation under the Environmental Code.
Environmental Impact
The board assesses the project's impact on nature, cultural heritage, and the local environment. A full Environmental Impact Assessment (MKB) might be required.
Building Permits
While the panels themselves may not always need a building permit, transformer stations and other infrastructure often do.
Land Classification
Building on high-quality agricultural land is restricted. You must usually show that the land cannot be used for farming or that the project provides a significant public benefit.
