Solar permitting guide for Poland

The main steps for developing utility-scale solar projects in Poland.

Environmental decision

The first step is obtaining an environmental decision (decyzja środowiskowa). This assesses the impact on nature, soil, and local communities.

Zoning and local plans

Projects must align with the local spatial development plan (MPZP). If no plan exists, a decision on land development conditions (WZ) is required.

Building permit

A formal building permit is needed for all large-scale solar farms. This requires a complete technical project and approvals from various authorities.

Agricultural land

Using high-quality agricultural land for solar is restricted. Developers usually target lower-quality land (class IV, V, VI) to simplify the process.

Note

This is a general overview, not legal advice. Rules change; check with the local authority and a local adviser before committing.
