How to permit a solar, wind or battery project in Bosnia and Herzegovina

Two entities, two systems

Energy permitting in Bosnia and Herzegovina is handled mostly by the two entities, the Federation of BiH and Republika Srpska, plus Brčko District. Rules, authorities and timelines differ, so first check which entity your land is in.

The main steps

Most projects go through land and spatial checks (an urban planning consent or location information from the municipality or canton), environmental review, an energy permit or concession, a building permit, and a grid connection agreement. In Republika Srpska, larger generation projects typically need a concession.

Regulators: FERK in the Federation and RERS in Republika Srpska issue licences. The state regulator DERK covers transmission. Grid connection runs through Elektroprenos BiH and NOS BiH for high voltage.

Where projects get stuck

Grid capacity and land ownership are the usual bottlenecks. Cadastre and land registry data are split between entities, and both registries need a login. Choose land close to a strong substation and check ownership early.
