Each substation is scored on voltage, backup supply from a second nearby substation, distance to fiber and existing data centers, and flat industrial land nearby. Every site gets a suggested size in MW.
Where to look
Île-de-France and Marseille lead, but grid queues there are long; sites near strong 225/400 kV nodes elsewhere can connect faster.
