France solar permitting and environmental compliance

The main steps for securing permits for utility-scale solar projects in France.

Environmental impact assessment

Large solar projects must undergo a full Environmental Impact Assessment (EIE). This study covers biodiversity, landscape, water resources, and soil quality.

Public inquiry

After the technical review, a public inquiry (enquête publique) is held. Local residents and stakeholders can provide feedback, which is considered by the authorities before granting the permit.

Administrative authorization

The Prefect of the department issues the building permit (permis de construire) and the environmental authorization. This process can take 12 to 24 months.

Forestry and land use

If a project requires clearing trees or using protected land, additional compensations and specific authorizations are required from forestry and agricultural bodies.

Note

This is a general overview, not legal advice. Rules change; check with the local authority and a local adviser before committing.
