France grid connection process and queue management

How the S3REnR schemes and the connection queue work for French renewable projects.

The S3REnR framework

Most renewable connections in France fall under the regional schemes for grid connection of renewable energies (S3REnR). These plans reserve capacity for renewables and share the costs of grid upgrades among developers.

Connection request steps

Developers first submit a request to the grid operator (RTE or Enedis) to enter the 'File d'Attente'. A technical and financial proposal (PTF) follows, detailing the costs and timeline for connection.

Queue management

The connection queue is managed strictly. Projects must meet certain development milestones to keep their place, ensuring that inactive projects do not block capacity for others.

Cost sharing

Under S3REnR, developers pay a fixed share based on their capacity, which simplifies cost estimation compared to paying for specific local upgrades.

Note

Gridscouter scores are estimates from open map data, not grid operator capacity figures. Confirm connection capacity with the grid operator.
